Wifi syncing iOS 9 iTunes 12.3 Windows 7

How can I get my iOS devices running 9.0.2 to wirelessly sync with my windows 7 computer (i.e. sync videos, music, apps) using iiTunes 12.3?

iPod touch, iOS 9.0.2
