Why does apple not provide FTA (free to air) FM radio app as in the past? Is this a trick of business giants, for getting money from data usage?

I want to listen FM over the air with out paying for data usage. This facility was available in the past but no longer now a days. Does it worth doing business by business giants on freely available service to the public?

Any data streaming for radio has always cost data usage. There has never been free streaming.
