notifications not working ios9

Since installing ios9 my notifications aren't working intermittently for the two apps I use most often and NEED these for my daily work. Messages and GroupMe are not sounding an alert when a new message comes in. Sounds/Vibrations are turned ON, not muted, Do not disturb OFF, volume UP. App badges show a new message, but no sound and no vibration. When my Apple Watch is being worn message alerts are not showing up either. Very troubling and annoying. It's the main purpose of my Watch and now both Watch and Phone are less useful.

I have soft-reset, I have hard-reset, reset networks, turned everything on/off.

Is there a way to re-install ios9? Any other ideas?
