i can't do a system restore on my ipad mini

i'm trying to do a system restore on my daughters ipad mini and it won't let me and even though it's connected to power it won't switch on even with a new cable and plug

iPad Mini, iOS 9.0.2

Try a reset by holding the power button and home button until you see the apple then let go. See if that will let it start up.

i've tried re-setting by pressing the power and home button together at the same and the iPad won't even switch on even when co to power Always in trouble!hitch is probably why I can't do a system restore on it I suppose.everytime I try I keep getting unknown error
