How do I get rid of a pop-up with the only option being 'click on OK'?

When using Safari on my iPad I'm getting pop-ups that can't be closed and won't let me use Safari. Clicking on OK is the only option. Is this a scam and am I creating a problem by clicking on OK? Not sure if it means anything, but I recently installed IOS 9.0.2.

That was the first thing I tried. When I reopened Safari the pop-up was still there. Also, tried holding down the On/Off button and the Home button to reboot - same results - the pop-up was still there when I reopened Safari. I finally just clicked on OK. Everything seems to be working, but for future reference, I'd sure like to know how to dismiss without clicking on OK.
