Voice Control Does Not Work (iOS 9)

Hello Everyone,

My iPhone 5 voice control, NOT Siri, has not been working for a couple days. This issue is very frustrating.

Here are a few facts:

- iPhone 5 with iOS 9 installed

- I do not enable or use Siri

- Home button works

- When I hold down the Home button, the voice control screen does not appear

- I have tried resetting, "hard reset", and plugging in headphones. I have also connected my phone to iTunes and updated etc.

Since the Home button works, I do not see how this could be a hardware issue.

Has anyone seen this issue before or have tips on how to troubleshoot?
