i cannot swipe to open other applications within an app on my iPad

With the new IOS update, I am supposed to be able to swipe my iPad and iPhone screen from the middle of the right side to open a list of apps while working within another app, and to also split the screen. My settings utility is on so I don't know why this doesn't work for me.
