Make iCloud folder for photos that won't sync to devices to save space on iPhone and ipad

Is it possible to create a folder within icloud and not have that folder synced across devices? I have the 200 GB icloud setup but my ipad and iphone have very limited storage so even with optimized photos that storage gets used up quickly and I have to delete photos. I am considering just going the dropbox route to eliminate the issue but want to see if icloud has a setting that would allow this. I am willing to log into the icloud online to move the photos to the non-syncing folder if that is a solution. Thank you!
