windows10 computer doesnt recognize ipad

I can plug my ipad into my home computer. it says "not charging" although it is. And iTunes doesn't see my ipad (although its plugged in). I am running up to date iOS 9.0.2.

How can I get my computer to "talk" to my ipad?
