Is the notes on icloud only sync under wifi?

I noticed my notes app only sync under wifi but not on normal sim data. is it normal?

I've been using icloud for a few years now but recently I noticed this issue, not sure is it the " old normal" When I updated notes from my macbook air, it goes instantly onto the icloud. But only able to update the notes on my iphone when I am on Wifi Mode.
