Settings not scrolling down on wake

setting page does not completely scroll down to show airplane mode button when powering up and you go to settings to turn off airplane mode on power up if it was set to airplane mode before powering down, it should scroll all the way down so that you can tap the airplane button, right now you have to scroll it down to fully see the button so that you can turn airplane mode off on power uo, poor user design here , new since os9 update
