iMovie reduced functionality?

Not sure if I have a glitch or if Apple have reduced the functionality of Photos... like iMovie has had aspect ratio removed.

I cannot drag a short 50s movie from Photos to the import window on iMovie

I cannot find the file in the listed files in the import window there is no search option in this same import window, I know that the movie in Photos has this ID IMG_5423.MOV I cannot find this file in a search in a finder window.

How do I get the movie simply into iMovies, do I have to export the movie from Photos save it as a separate file name and then import? This seems so counter intuitive and involves so many more steps....
