Bookmarks not syncing properly between mac and iPhone/iPad

I have a weird conflict between my ios devices and my MacBook and iMac. Whenever I edit my bookmarks on my Mac, they get overridden by my iPad and iPhone.

For example, I cleaned up my favourites bar, yet after going into Safari on my Ipad, when I returned to my MacBook, the deleted bookmarks were restored. Same applies for other bookmarks - e.g. I sorted my bookmarks alphabetically, yet after a while they were all out of order again.

When doing my editing, I had turned off iCloud for Safari on my ios devices and deleted all the bookmarks.

This has continuously happened - on my old iPhone and iPad as well.

Anyone know of a way to try this "cleanly"? E.g. exporting my bookmarks and then starting over?
