Photos in library zoomed in on iPad

Since upgrading to iOS 9.0.2 on my iPad 2, I'm noticing the photos in my iPhoto library on the iPad appear too large for the screen, as if they are "zoomed in" too much. When I select a photo or swipe to the next photo in the library, the outer edges are not visible. If I tap three times with a single finger, the photo zooms in dramatically and if I do it again, it zooms out to the correct size (all edges fully visible). Is zoom turned on for the entire photo library? How do I fix it so all of the photos appear in the correct size?
