How can I get disk utility to erase a disk now. It seems to be impossible on el capitan. The erase option is always dead.

What sort of disk are you trying to erase, disk utility will not allow you to erase you HDD with the home folder on without creating a boot disk and booting from that.

Okay have you made sure your selected on the actual disk itself and not a partition/file on the disk? Example below you should be selecting the 564.5MB rather than the files on the disk session 1 etc.
Yes, I’ve done this, just as I did it many many times on the previous - pre-el capitan - disk utility, when erasing was a simple matter.
Here’s the answer
Ctrl-click (or right-click) on a mounted CD-RW and choose the option to Erase the rewritable disk.
