restore from icloud backup

My Friend have a 55gb icloud storage and almost full, he bought an iphone 6 16gb now he want to restore from Icloud Backup..

My question are how many data he can restore from 55gb icloud storage to iphone 6 16gb, and what kind of data he will able to restore,
