Camera images taking up space

I am taking many pictures with the iPad camera for research; they are images of manuscripts and rare publications.

i Have told Photos to upload everything to iCloud, but I still get a message saying I am filling up storage on the iPad.

i Had to delete some other apps that were using space.

can't I tell photos or camera to just put everything on the cloud and keep storage space free on the iPad so I can take pictures without hindrance?
