My iPhone continously download iOS 9...

My iPhone continously download iOS 9 and I don't want to update, until the os became fast on my devices, so I have to erase every time. Are there any solutions for stop the downloads? I have an 16 GB iPhone 4S and an iPad mini 16 GB and the software update take about 1GB of free space. And somehow when I have more than 1.000001 GB of free space the iPhone thinks "haha the time has come lets download the latest iOS". And that happens nearly everyday. Erase download erase download.... It feels like if i was Sisyphus.
