Personal Hotspot doesn't connect to my PC

I Have an Iphone 6 with the latest software (iOS9.2), yet my personal hotspot seems to not work anymore. It hasn't for a while now. It says it's connecting to the PC but then after a few seconds it stops and never connects. I had no trouble before iOS 9. I also have tried all of apple's troubleshooting, but nothing. does anyone else have this problem? And how is it fixable?
