iMessage not working on ipad after ios 9.2 update

Ugh. My iphone and ipad used to sync so that I could use either device to send/receive text messages. After the ios 9.0, 9.1, 9.2 updates the ipad messaging does not work. Have tried to reset network, changed Apple ID password, turn off/on device, turn on/off messaging. Nothing works. When I try to send text, it looks like its sending then bar stops just short of the end and I get the red "Not Delivered". Very frustrated. Any ideas how to fix? Thanks in advance.
