iPhone 6 goes blank (iPad starting to as well)

All too often lately since upgrading to iOS 9.x, when I click on an app it comes up and the screen blacks out. I can double click Home and I can see a small version of the open app, but when I click on it the black screen comes up again. This can be INCREDIBLY annoying when you need to reach someone or are trying to get some work done. There has been no rhyme or reason to which app it happens on. If I do a reboot, the problem is normally resolved but not always. I have already done a factory restore on my phone once.

This same thing is beginning to appear on my iPad 2. Although when I see there is app starts to come up and then it goes back to the menu screen.

While the reboot generally works, the timing is normally horrible and clearly this isn't the way it was designed to work. What up?
