preview 10.11

I have a problem with Preview on 10.11 15A284. If I open a tiff file (16 bit) there is no histogram in the Change color tool. If I select a part of the image, copy and select New from Clipboard, then I get a solid black image. If I export or Save As the file to a 8 bit PNG or Tiff and open the new file, the histogram isn't there either, but now I can select a part of the image, copy and select New from Clipboard to get an image. However, anything saved as a 16 bit PNG or Tiff from the original 16 bit image will be solid black when opened.

This wasn't there in 10.10
