iPhone 4s volume control doesn't work after iOS 9.02 update

It seems after the iOS 9.02 update that the volume control is not working on my iPhone 4s for music and podcasts.


Symptoms:

Volume indicator is blank on music and podcasts

Volume buttons don't work on music and podcasts

Car Bluetooth won't recognize music or podcasts

Apps like NPR, the volume buttons do not work either.


What it does do:

volume controls work for voice memos

volume controls work with headphones in


What I've done:

Cleaned headphone jack and 30 pin connector with rubbing alcohol and cotton swab and toothbrush.

Restored.

Reset.

Restart

Sucking on the headphone jack ... yes you read that right

removed and inserted headphones from headphone jacks at all different speeds

removed and inserted docking cable with it plugged into laptop, not plugged in.

Used a key on the left half of the pin connection

checked the General>Sounds settings

Find my phone on and off

loud/silent switch


I would prefer not to have workarounds like using assistive touch.
