I have an iphone 4 that is deactivated, but I would love to send photos and videos from it to another activated phone. Am I able to use imessage or facetime to send these photos and videos even though I no longer use that phone number?

Yes - as long as the iPhone 4 can be unlocked for use and is in a WiFi environment -
I suppose when you say deactivated - you mean there is no active cell service to that phone?

Yes, I'm able to unlock it and I'm currently connected to WiFi with it, but when I turn on iMessage and Facetime, it says "waiting for activation" for a while, then it changes to "Activation Unsuccessful. Turn on iMessage to try again". I've gone through multiple steps from Apple support to fix this, but nothing seems to work. I even had to change my Apple ID and Password at one point. I don't know what else to do!
Do you have an email address associated with those services as opposed to a phone number? If so, set it up as the send/receive address.
Ah! Therein lies the issue - the activation is made by the phone "calling home" behind the scenes - as such it needs a functioning phone line even if briefly - any chance to put a functioning SIM card in there for this purpose?
