Oct 9, 2015 9:38 AM in response to richardfromlytleby Phil0124,The AT&T family account has nothing to do with it. If you are sharing an Apple ID, then what you are seeing is Continuity:
Use Continuity to connect your iPhone, iPad, iPod touch, and Mac - Apple Support
You have 2 choices, stop sharing an Apple ID, or turn off "iPhone Cellular Calls" / "Calls on Other Devices" on each iPhone.
For specific instructions you will need to provide the exact iOS version each iPhone is running since the setting changed locations in different iOS versions.

We did have the same Apple ID, but we changed my wife’s Apple ID. The “calls on other devices” is off on both phones. This problem started when we updated to iOS 9.0. You mentioned “iPhone Cellular Calls” and I don’t find that.

Hold down off/on and home buttons together till you see the Apple logo and allow normal boot up
