Insufficient screen brightness since 9.0.2

I have turned off auto-brightness. I have gone into a dark room and set auto-brightness. Nothing seems to make the screen bright enough in strong daylight. Has Apple changed the settings? Anything I can do?

iPhone 5s, iOS 9.0.2

Settings are not changed. If you believe you have a hardware malfunction, make an appointment at your local Apple store to get your phone checked out.
