All my EHDs are formatted in exFAT. Never had any problem related to it. Used iPhoto for years on a library on such HD, now I have a Photos library running on another external unit also in exFAT, everything works flawlessly.
I know people suggest using an HD formatted in MacOS (journaled), but I don't see the relation in requiring +900GB in a HD with already 800GB free to migrate a 200GB library.

It still doesn't explain why the libraries work fine but there's such an absurd space requirement for the migration.
If I can, I'll try to get another drive with lots of space and MacOS-formatted, put the library there and try again.
