Loaded Snow Leopard on 2007 intel new hard drive and get Apple desk top without OS

Installed new hard drive in 2007 Intel Imac, than loaded new Snow Leopard disk, get Apple desk top and no OS.

iMac, Mac OS X (10.6.8)

I get the Apple universe screen (don't know the title), do not get any controls from the OS. No Loading controls, no disk utility, nothing but the picture of the universe with a star burst.
