iPhone 6 iOS 9.0.2 - Can't delete or move apps in folders

iPhone 6 128 GB iOS 9.0.2. Phone freezes up and is unresponsive when I hold down on an app to delete it or move it to another folder. I can however delete apps through manage storage settings. Tried turning the phone off by sliding to power down and also tried a soft reset with no luck.
