New HD in 2009 iMac. DvD wont load OS, shortcut keys done work. No apple on boot, just blinking folder icon. Help!?

I Had to replace my HD in my 2009 iMac as it died. Short cut keys dont work and it will not boot from the DVD. I do not see an apple on boot, just a blinking folder after about 30 or 40 seconds. Any other way of getting the OS onto the drive? Maybe a problem someone has seen before?

Make sure the hard drive was installed properly if you are the one who replaced it.
