not seeing bookmarks in Safari, but see them on iMac and iPhone

I am not seeing bookmarks in Safari, but see them in Safari on iMac and iPhone.

What am I missing?

iPad Air, iOS 9.0.2

I Fixed it. It was the Safari setting in iCloud. It was turned off.
