iphone 6s installation stuck in loop

Hey, I have trried to install iphone 6s (16GB) but it failed or stuck in loop

I have made backup of my old ipone by icloud, then I started to install iphone 6s.Please note that I am using Windows 8.1 and not MAC

I want to install my brsand new iphone out of my latest backup from icloud, but then it suddenly freeze (stops).

1. installation starts but after a few seconds .... it stopps/freeze and you see black apple on white screen only

2. after 30 min and no progress I made reboot by hardware-reset or reboot

3. after re-start you can see "wipe" (unlock by wipe) [ > hello ]...

4 I have to wipe again

5. Then I have to insert my security code to unlock iphone

6. you can see for 10 seconds installation line with progress of still 5% and then iphone return to start screen

7. you can read only [ > hello ] and an arrow to wipe for start ....

8. If I proceed to wipe process starts again .... Security code .... [ > Hello ]

From now nothing happend. I was not able to fix problrm by itunes, because iphone is not registered until now.

Also additional Hardware- reset does not help.

Please let me know what I vcan do
