why won't notes sync from icloud to my iphone?

I am running iOS9 and am trying to sync my notes from the iCloud onto my phone, however they won't appear on my phone.

There is a grouping that has appeared for iCloud in Notes but by the standard folder names Notes it just says 0 and there are no notes in there.

iCloud is working on my Mac (running Yosemite) as I just synced over notes from my old laptop

Does anyone know how I can fix this?
