Safari Security Preferences Not Deleting Cookies!

Question

I have recently updated to El Capitan on my MacBook Pro. Ever sense doing so the security portion

of the preferences is not always deleting cookies. They are deleted for only a moment and then reappear.

I have to close Safari (Version 9.0 (11601.1.56) and then reopen it; and then reopen the preferences again and then once again delete

cookies and only then do they remain removed. Are the Apple technicians aware of this annoying security issue?

Just to update all who might be interested. This problem no longer exists for me.

The cookies remain deleted after I have deleted them and no longer reappear.

It seems that the Apple technicians have solved this security problem.
