IPhone stuck how to restore it

I have an iPhone 4 which is stuck , I tried it but I first had to restore IPhone search disabled . This I have done over icloud.com . Unfortunately, the recovery is still not working . The program still says I have to disable Iphone search , so I have already done. What can I do???
