stop game center pop ups

Apparently there is no way to shut this off in iOS 9.0, my settings have all options shut down, and if you start playing something on your device it will pop up unexpectedly and disable your touch screen controls. It almost invariably comes down to getting killed and there is nothing you can do about it.

How do I shut it off or did Apple design it to interfere like this? Id' like to have it, but not have it notify me in those circumstances. Is it possible?
