Cant share internet
Cant share internet with another devices (wi-fi) and cant share internet through USB to the computer. They wrote I have to call to carrier.

If Yes, then the response is correct, you have to check with your cellular carrier. Some carriers offer Hot Spot functionality, some don't. Some offer it for free, others charge a separate fee.
