Set up family sharing, now kids phone says "cannot connect to itunes" when trying to download from app store

Hello,


As mentioned above. I just set up family sharing so my 12 yr old daughter could have her own apple id. Her account is set up and working. However when she tries to download an app (checked to make sure it was age approp as well) she is asked to enter her password and then the message pops up "cannot connect to iTunes store." I have tried setting the date forward, changing the DNS, restarting, hard restart etc. Nothing is working. She has internet access and can actually go out to iTunes and play a sample song. I also tried to download a song from iTunes and get same "cannot connect to iTunes store message"


She is using an iPhone 5s and IOS 9.


Any help would be appreciated...
