Movies from iTunes-Store in Kazakhstan

Yesterday,as i´ve tried to buy an movie from iTunes,i´ve received a message "Movies are not available in Kazakhstan,would you like to change your country to Russia?".So,is it OK,when i will change a country?Is it possible,that i will be banned?As i know that happens with people who changed a country in AppStore...

No, you have to be in a country to use its store - whilst you are in Kazakhstan you can only use the Kazakhstan store.
