Q: AirDrop from my phone to my mac? Is it just broken?

I have an iPhone 5C (MG132X/A) with iOS 9.0.2 (13A452). I would like to AirDrop from any air-drop compatible app onto my Mac. My macs specs are

Model Name:    MacBook Pro

  Model Identifier:    MacBookPro11,5

  Processor Name:    Intel Core i7

  Processor Speed:    2.8 GHz

  Number of Processors:    1

  Total Number of Cores:    4

  L2 Cache (per Core):    256 KB

  L3 Cache:    6 MB

  Memory:    16 GB

  Boot ROM Version:    MBP114.0172.B05

  SMC Version (system):    2.30f2

System Version:    OS X 10.11 (15A284)

  Kernel Version:    Darwin 15.0.0

I have read and qualify for the airdrop requirements as per Use AirDrop to send content from your Mac - Apple Support and have gone through the troubleshooting steps therein as well as in Get help using Continuity with your iOS device or your Mac - Apple Support .

Bluetooth is enabled on both devices. Wifi is connected to the same access point using the same frequency. I am logged into iCloud using the same account on both devices. I have "Allow me to be discovered by Everyone" set on both devices. I have rebooted both devices. I have changed discovery to Contacts Only and verified that I'm the contact on both devices. I have sign out of iCloud and then signed back in on both devices. I have deleted the bluetooth paring and re-joined them. I have switched both devices from a 5GHz wifi AP to a 2.4GHz AP.

In air-drop on my Mac, I can see my iPhone. I can drop things onto it. Things CAN copy from my Mac onto my iPhone, such as a photo. It opens on the phone.

In air-drop (e.g. from Photos) on my iPhone, I CAN NOT see my Mac, no matter how long I leave it or how far away the phone is from the mac.

In air-drop on my iPhone, i CAN copy items to my wife's iPhone 5S.

Mac -> Phone - works

Phone -> Phone - works

Phone -> Mac - doesn't work
