Just about all my data is taken up by photos. 16.8gb is photos! i've deleted from every device. How to delete from iCloud itself? I have tried from a Mac, iPhone, and iPad with no luck!

How about signing in directly at www.cloud.com and looking in the Photos folder?

If you've deleted them from your devices, they should automatically get deleted from the cloud if you have iCloud Photo Library enabled. Have you also deleted them from the deleted photos album, they won't free up space until you do.
