Apple's products aren't cheap anywhere. Outside of the US, governmental entities charge a VAT and, possibly, customs fees and duties.
Another reason may be that Apple does not sell directly in India (they do not have the authorization) but only via resellers.
In general some resellers are not very trustworthy...
iPhones sold in usa store is usually also tied with a 2 year contract with an american carrier so the carrier pay a part of the cost of the hardware
