Tab toggling not working after Safari 9

Hello,

I updated to El Capitan a couple of days ago. Ever since the update the ctrl-tab key command (toggle tabs) is no longer working in Safari. The command is still on the list of key commands for Safari 9, so it should still be working. I know I can toggle tabs by using cmd+number, but it's not as quick as ctrl-tab when I have a lot of tabs open at the same time.
