How do I delete photos from iCloud to free up storage?

You would need to turn off iCloud Photo Library on all your devices to do that so your didn't end up deleting them everywhere.

Thanks for the reply. These are photos I'm happy to have deleted from all of my devices. I just can't work out how to do it.

Please start by telling us your “iCloud Photo Library” and “My Photo Stream” settings on all of your devices. (Settings > Photos & Camera on your iOS device and Photos > Preferences > iCloud on your Mac)
