I have a Macbook Pro with Retina display. The brightness keeps adjusting automatically, no matter how I adjust it, and I've already turned automatic off. Help?

After you set it:
restart the mac, press and hold the Shift key immediately when you hear the startup chime (but not before), when you see the grey progress bar you can let go, let it start completely.
Then restart normally again. still the same?
Have you looked at System Preferences>Displays>Display? What is the status of 'Automatically adjust brightness'?

I had this exact problem. A simple reboot fixed it for me; no need to reset the PRAM or SMC.
