syncing bluetooth mouse to windows 8.1 on bootcamp

I wish I could wring a bootcamp developers proverbial neck for the hours of wasted time trying to play Sherlock Holmes to solve this mystery. You owe me $200 in wasted time.

In OSX delete the device from the Bluetooth list. Now you can add the device to Bluetooth on Windows 8.1. After re add the device to Bluetooth in OSX

Why this isn't an easy solution to find when googled I don't know. Maybe now it will be. Enjoy.
