My iPhone 4s suddenly develop Wi-Fi switch on problem, at first it continues searching for a very long time, then later it went off and I can not on it again. the switch was block.now i can not use Wi-Fi any more. Please what should i going to do?

To make sure that this is not software related, set it back to factory settings, without using any backup data afterwards. Set up the rest of the personal settings manually and test the Wi-Fi function.
If Wi-fi works, restore from the latest backup. If the problem comes back, the backup data contained corrupt data, causing your issues.

no, it's a software failing , it's not logical that every iPhone 4s with ios 9 have a hardware issue.

Not every iPhone 4s running iOS 9 has this problem. Mine, for example, has no problems connecting to Wi-Fi since iOS 7.
However, there has been a small number of Wi-Fi chips that had problems when getting too hot during use, causing them to fail. In those cases, the Wi-Fi button couldn't be activated anymore and stayed greyed out.
