Syncing from Apple Photos in iTunes no longer an option

I have updated both my iPhone and iPad to iOS 9.0.2.


In both cases, I tried using iCloud Photo Library (optimise storage, syncing all photos) but it turned out to be too unwieldy (>23,000 photos). So I turned it off in both cases.


However - now (on both iPhone and iPad), I can no longer sync individual albums from Photos to my device using iTunes. The only option available is to sync from individual file folders.


ALSO - both devices now have space allocated on them to the old iCloud library (according to the storage tab), but I cannot view any of the photos (e.g., on my storage tab in iPad it states I have 800MB allocated to photos - yet when I click the photos app, it is empty)


I have tried restoring (loading backup) twice to no avail.

Has anyone experienced this with iCloud library?
