ios9 update notifications pushed to phone via mobile data!!!!!!

device running ios 8.4.1

Settings -Mobile data is turned off for everything safari and maps. I selectivelt turn it on and off when I choose to use anything else

I have intentionally avoided updating to ios 9 because my extremely negative personal experience in updating other device and feedback from numerous friends and threads on this forum.

today whilst not connected to any wifi network, I receive a notification that the ios9 software update is ready for my device.

How? Notifications are turned off! Mobile Data is restricted to the two aforementioned apps!

I don’t want ios9 - I don't want reminding it’s there.

I want the notification removed. Why are updates notifications pushed to my device when I think I’ve switched settings off to prevent this?

I want to know how to remove the notification.
