photos in iCloud.com don't respond

tried to synchronise my photos in my mac and iPhone and when I enter the photos section in iCloud.com and try to delete one i get the message below.i have tried several times and the problem remains.on the other hand,my photos on the app photos for mac and iOS are synchronising apart from the shared albums.the shared albums do not sync.
